Balikbayan Program

By virtue of Republic Act 6768, the Balikbayan Law was signed on November 3, 1989 by
Former President Corazon C. Aquino. This was amended on November 7, 2003 by virtue
of the New Balikbayan Law under Republic Act No. 9174 issued by
President Gloria Macapagal-Arroyo. Its main thrust centers on the recognition of the
contribution of overseas Filipinos to the country’s economy.

The term Balikbayan is defined as a Filipino citizen who has been continuously out
of the Philippines for a period of at least one (1) year, a Filipino overseas worker, or
former Filipino citizen and his or her family, who had been naturalized in a foreign
country and comes or returns to the Philippines.

With the combined efforts of the DOT & its attached agencies, the program has
included a number of privileges enclosed in the benefit package.
    *Shopping privilege at any Duty Free Philippines outlets up to US$1,500 worth of items
       within 15 days upon arrival (30 days during the Christmas season from Nov. 15 to
       Jan. 15).
     *Kabuhayan shopping privilege worth US$2,000 exclusively for the purchase of
       livelihood tools.
    *Balikbayans can bring along their families and friends.

Balikbayan Plus Program

In Duty Free Philippines’ continuous effort to support the program, privileges with
affiliated establishments are made possible through the Balikbayan Plus Program,
making the Balikbayan benefit package more tangible.

Application / Registration

Balikbayans can enjoy the benefits of Balikbayan Plus by providing the following
requirements at the Customer Registration Counter of Duty Free Fiestamall,
Waterfront Hotel Lahug Cebu or Northwing of SM Cebu:
   *Accomplish an application form available in the Customer Registration
     Counter or downloaded through our website:

   *Present application form together with your passport / seaman’s service record book
     plus any of  the following documents:
           **For Overseas Filipino Workers
                    ***POEA approved contract of employment
                    ***Certificate of employment from foreign employer, Philippine Embassy or
                         Consulate, Tourism attaché or Labor attaché
                    ***Contract worker stamp on Philippine passport / seaman’s service record
           **For Filipino citizens continuously abroad for at least one (1) year
                    ***Date of last departure on Philippine passport
                    ***Income tax return (ITR) of previous year
                    ***Certificate of Unemployment from the Philippine Consulate for students,
                         retirees and housewives. 
          **For Filipino Foreign Passport Holders
                    ***Old Philippine passport
                    ***Foreign naturalization papers
                    ***Other documents to show former Philippine citizenship of parent/spouse.

Terms and Conditions

When availing your privileges, please take note of the following conditions:
    *Please present your Balikbayan Plus card at the participating establishments before
      availing any of their goods or services.
     *In cases when the cardholder is entitled to another discount facility at
      participating establishments, the higher discount scheme shall be applied or the
      cardholder shall have the option to decide which promotional scheme to avail of.
    *Entitlement to discount facilities is not cumulative.
    *Card is non-transferable. Participating establishments may require presentation of a
      valid ID for verification.
