The Commission on Higher Education in the Philippines is still
serving the general public in providing certification, authentication and
verification services.
CHED CAV clients who are college students and graduates through
the Higher Education Institution representative or individual college student
and graduate could process this service in different Commission of Higher
Education regional centers across the country.
Basic requirements are provided to help every client in preparing
this service:
I. Graduates of Bachelors Degree and Graduate and Post-Graduate
Degree
a. Endorsement from the HEI Registrar
b. Copy of Transcript of Records (TOR) and/or Diploma and other
records duly certified by the School Registrar
c. Certified photocopy of Special Order (SO)
II. College Students and Undergraduates
a. Endorsement from the HEI Registrar
b. Certification of Enrolment
c. Copy of Transcript of Records (TOR)/earned units certified by
the School Registrar
To avail CHED CAV service, client should check the schedule of
CHED Regional Offices. CHEDRO is always open from Monday to Friday, 8:00 am –
5:00 pm
Minimal Fee of Php 40.00 is the charge of the CHED CAV service.
Many clients are eager to have the authenticated documents but
CHEDRO has provided standard maximum duration of process.
A client who lives outside the country is expected to process the
documents from ten to fifteen working days, and local client is estimated to
process maximum of five working days.
Procedure to avail CHED CAV Service
a.The first thing to do is to submit required documents. CHEDRO
staff is in charge to receive, verify and validate the documents submitted and
certification of registrar.
b. CHEDRO staff will guide you to
proceed to the Cashier for payment of CAV Fee
c. After paying, submit accomplished
form and official receipt to the CHEDRO staff. Client will receive a claim stub
from CHEDRO Administrative Division Staff. This stub should be presented to the
DFA for issuance of the authenticated documents with Red Ribbon or CHEDRO, for
local purposes.
d. Process the submitted documents:
1. Prepare the CAV for signature of the Chief Administrative
Officer
2. CHEDRO Administrative Division Staff stamps the document with
dry seal
3. CHEDRO Staff releases the CAV and files the second copy of the
application and
e. Client claims the CAV
(local employment) at CHEDRO
f.CAV for employment abroad:
1. CHEDRO Administrative Division Staff prepares master list and
transmits application
received through DFA’s official courier for DFA
authentication on a daily basis.
